Can cottage cheese be replaced for a milk serving or an anytime bar? Either REgular. Low-fat or fat free?

The way I understand it, 1/4 cup is a meat exchange, and 1/2 cup is a milk exchange. Its really supposed to be a meat exchange, but 2 meat exchanges can replace a milk exchange if that makes any sense? Milk or yougert are the only things on the milk exchange list.
